In 1884, the City of Lyon decided to create a retirement home open, without age conditions, to all disabled workers: «l'Hôtel des Invalides». In 1960, the establishment was transferred to the Hospices Civils de Lyon to give it a much more medical orientation. Under the direction of Pierre Garraud, chief administrator, the establishment took the name of Centre de soins et de cure médicale pour personnes âgées; the name was abandoned in 1987 for that of Pierre Garraud, who had died twenty years earlier. It is completed in 2021 by the Philomène Magnin pavilion.
