The construction of the town hall was part of the urban development plan imposed by the law of 14 March 1919 and therefore posed many problems. (construction of a new building, location within the city, choice of a project that can be part of an urbanization and beautification plan required by this law). The project was entrusted to the architect Émile Dubuisson, who used traditional brick on a concrete frame and combined it with glazed tiles. The belfry is rejected at the end of the main facade. The administrative services intended for the public are located on the ground floor. Municipal services are located on the upper floors. The war interrupted the program and the construction of the last wing that closes the quadrangle. Its realization is entrusted to the architect Jean Pattou.
