Take the sea to look at the land
The protagonists of the establishment in 2014 of "the photographic observatory of the coastal landscape seen from the sea" - OPPLVM - are invited to the CAUE du Var on October 15, 2026 to testify and share with as many people as possible the process of developing and extending over ten years the observatory of coastal landscapes seen from the sea.
This observatory is the first to focus on landscapes seen from the sea. Innovative and ambitious in its scale - nearly 1000 km from the Camargue to Italy, including the Etang de Berre and the islands - it extends the principle of photographic observatories to maritime territory. He deconstructs the stereotype of the Côte d'Azur landscape and reverses the usual vision of the postcard seen on the sea. The 151 selected sites were photographed every three years in order to follow, over time, the evolution of coastal landscapes.
Committed to the initiative of the DREAL PACA supported by the Rhone Mediterranean Corsica Water Agency, Europe and the Provence-Alpes-Côte d'Azur Region, led by the ARPE, the tool consists in putting photography at the service of a landscape watch: 151 views have emerged, whose collection allows us to reflect the diversity and richness of coastal landscapes and the complexity of land use planning issues.
The urban planning architects Odile Jacquemin and Jean-Louis Pacitto of the cultural engineering structure Mémoire A Lire, Territoire A l'Ecoute (MALTAE) and the photographer Jean Belvisi have teamed up for its scientific and artistic implementation, which has mobilized about sixty actors of all profiles. About twenty consultation workshops, deployed in the three coastal departments: Rade de Toulon, Baie du Lazaret, Le Mourillon, and the slopes of the great Toulonnais mountains [La Seyne-sur-mer-83], drew up an inventory of two hundred sites representative of the targeted issues.
The first photographic campaign, preceded by surveys at sea with local officials, started in spring 2014 and generated more than 800 pictures.
A rigorous method of analysis and selection in two stages, with the presentation of 200 photographs in between, made it possible to arrive at the final itinerary for the 150 views requested as part of the order, to which a step aside added a 151st photo that opens towards Italy, inviting the challenge of continuing the adventure on the scale of the entire Mediterranean...
The second photographic campaign took place in 2015 and built the roadmap of future renewals. Currently, Jean Belvisi, at the request of the DREAL PACA, is sailing for a fifth renewal.
Beyond the tool intended to help in the long term to question the future of the coastal landscape of the PACA Region, Jean Belvisi has been building since 2014 a photographic itinerary whose artistic dimension greatly contributes to raising public awareness.
For Maltae, it is also a raw material, an open-air gallery to invite to exchange, debate and build a "citizenship between land and sea".
