This talk addresses the governance of urban water services (utilities, services to the population). This issue cuts across the fields of public water policy and the political and financial management of infrastructure networks. Nevertheless, the territorial governance of these drinking water and wastewater services can be reduced neither to policies produced exclusively by public institutions nor to standardised and normative management methods. On the contrary, the research hypothesis is that this governance is fundamentally a matter of coordination processes between heterogeneous stakeholders, characterised by negotiated strategic alliances and territorially differentiated configurations. Drawing on conceptual references in political science, institutional economics and spatial planning, this research is based on field surveys and empirical case studies in France and Europe over the last twenty years. The presentation will pull together the threads of the web of governance of water services: the political capacity of inter-municipalities (1), public-private growth coalitions (2) and the multi-scalar involvement of civil society (3). This third section will put into perspective how 'water services' can be seen in the current debates on the 'water commons'.

Cette intervention prend en charge la question de la gouvernance des services d’eau urbains (utilities, services à la population). Cette question croise le champ des politiques publiques de l’eau et celui de la gestion politico-financière des réseaux d’infrastructures. Néanmoins, la gouvernance territoriale de ces services d’eau potable et d’eaux usées ne se réduit ni à des politiques exclusivement produites par les institutions publiques ni à des modes de gestion standardisés et normatifs. Au contraire, l’hypothèse de recherche est que cette gouvernance relève fondamentalement de processus de coordination entre des acteurs hétérogènes, caractérisés par des alliances stratégiques négociées et par une différenciation territoriale des configurations. Appuyées sur des référentiels conceptuels en sciences politiques, en économie institutionnelle et en aménagement de l’espace, ces recherches sont fondées sur des enquêtes de terrain et études de cas empiriques en France et en Europe depuis vingt ans. L’exposé tirera ainsi les fils de l’écheveau de la gouvernance des services d’eau : la capacité politique de l’intercommunalité (1), les coalitions de croissance public-privé (2) l’implication multiscalaire de la société civile (3). Ce troisième volet mettra de mettre en perspective comment les « services d’eau » peuvent s’envisager dans les débats actuels autour du « commun eau ».
