«The bailiff by a narrow margin», a character straight out of a film by Jacques Tati, walked for several months the Hauts de Rouen, to meet its inhabitants, its architectures and its heritage of everyday life. He even involved some and some, to create this time of art'pentage shared in the neighborhood, with a desire to discover it differently.
