In Westeuropa und dann in vielen anderen Ländern wurden nach und nach rechtliche Mittel und Strukturen zum Schutz des kulturellen Erbes geschaffen. Bereits zu Beginn des 20. Jahrhunderts wurden durch internationale Konventionen Schutzbestimmungen in das Kriegsrecht aufgenommen.
Nach zwei verheerenden Weltkriegen hat der Schutz des kulturellen Erbes einen neuen internationalen Stellenwert erlangt. Vorsätzliche Angriffe auf materielle und immaterielle Kulturgüter können nun mit Unterstützung der UNESCO vor dem Internationalen Strafgerichtshof in Den Haag strafrechtlich verfolgt werden.
In Kriegszeiten zielen einige Zerstörungen darauf ab, das Gedächtnis eines Volkes bis hin zu seiner Sprache und seinen traditionellen kulturellen Praktiken auszulöschen. Welchen Weg musste man einschlagen, um diese internationale Mobilisierung zu erreichen, die unermüdlich daran arbeitet, bewegliche Kulturgüter zu beseitigen, Verbrechen anzuprangern und die Bevölkerung beim Wiederaufbau eines zerstörten gemeinsamen Erbes zu unterstützen?
Durch seine jüngste Geschichte zählt das Quercy zu den zahlreichen Gebieten, die zum Schutz eines gefährdeten Kulturerbes beigetragen haben. Durch diese Vergangenheit offenbart sich ein Teil der Geschichte des Schutzes des Kulturerbes in Kriegszeiten. Was einst eine Utopie war, ist nun Realität.
Konferenz von Pascale Thibault, 35 Jahre lang Denkmalpflegerin und Verwalterin der nationalen Denkmäler des Lot. Sie hat zahlreiche Veröffentlichungen zum Schutz des Kulturerbes in Kriegszeiten verfasst, insbesondere anhand der Geschichte zweier Schlösser im Département Lot, die zwischen 1940 und 1945 öffentliche Sammlungen beherbergten. Als Kunsthistorikerin ist sie auch als Ausbilderin beim Centre des monuments nationaux tätig.

Western Europe, then many countries on other continents, have gradually put in place legal means and structures dedicated to the protection of heritage. From the beginning of the 20th century, protection rules were incorporated into the law of war through international conventions.
After two devastating world wars, the protection of heritage has taken a new place on an international scale. Wilful damage to tangible and intangible cultural property can now be prosecuted at the International Criminal Court in The Hague, with support from UNESCO.
In times of war, some destructions aim to erase the memory of a people, even its language and ancestral cultural practices. What path did it take to achieve this international mobilization that works tirelessly to evacuate movable cultural property, denounce crimes and accompany populations in the reconstruction of a destroyed common heritage?
Through its recent history, the Quercy is one of the many territories that have contributed to the safeguarding of an endangered heritage. Through this past unveils a piece of the history of heritage protection in times of war. What was once a utopia is now a reality.
Conference proposed by Pascale Thibault, heritage conservator and administrator of the national monuments of the Lot for 35 years. She has devoted many publications to the protection of heritage in wartime, particularly from the history of two castles in the Lot, owned by the State, which housed public collections between 1940 and 1945. L'Europa occidentale, e poi molti paesi in altri continenti, hanno progressivamente messo in atto strumenti giuridici e strutture dedicate alla protezione del patrimonio. Fin dall'inizio del XX secolo, le norme di protezione sono state integrate nel diritto della guerra attraverso convenzioni internazionali.
Dopo due devastanti guerre mondiali, la protezione del patrimonio ha assunto un nuovo ruolo a livello internazionale. I danni intenzionali ai beni culturali materiali e immateriali possono ora essere perseguiti penalmente presso il Tribunale penale internazionale dell'Aia, con il sostegno dell'UNESCO.
In tempo di guerra, alcune distruzioni mirano a cancellare la memoria di un popolo, fino alla sua lingua e alle sue pratiche culturali ancestrali. Quale percorso è stato necessario percorrere per arrivare a questa mobilitazione internazionale che lavora instancabilmente per evacuare i beni culturali mobili, denunciare i crimini e accompagnare le popolazioni nella ricostruzione di un patrimonio comune distrutto?
Per la sua storia recente, il Quercy è tra i numerosi territori che hanno contribuito alla salvaguardia di un patrimonio in pericolo. Attraverso questo passato si svela una parte della storia della protezione del patrimonio in tempo di guerra. Ciò che un tempo era utopico ora è realtà.

L’Europe occidentale, puis de nombreux pays sur les autres continents, ont progressivement mis en place des moyens juridiques et des structures dédiées à la protection du patrimoine. Dès le début du XXᵉ siècle, des règles de protection ont été intégrées au droit de la guerre par le biais de conventions internationales.
Après deux guerres mondiales dévastatrices, la protection du patrimoine a pris une place nouvelle à l’échelle internationale. Les atteintes volontaires portées aux biens culturels matériels et immatériels peuvent désormais faire l’objet de poursuites pénales devant la Cour pénale internationale de La Haye, avec l’appui de l’UNESCO.
En temps de guerre, certaines destructions visent à effacer la mémoire d’un peuple, jusqu’à sa langue et ses pratiques culturelles ancestrales. Quel chemin a-t-il fallu parcourir pour parvenir à cette mobilisation internationale qui œuvre sans relâche afin d’évacuer les biens culturels mobiliers, de dénoncer les crimes et d’accompagner les populations dans la reconstruction d’un patrimoine commun détruit ?
Par son histoire récente, le Quercy compte parmi les nombreux territoires ayant contribué à la sauvegarde d’un patrimoine en danger. À travers ce passé se dévoile un pan de l’histoire de la protection du patrimoine en temps de guerre. Ce qui relevait autrefois de l’utopie est aujourd’hui devenu une réalité.

Europa occidental, y después muchos países en otros continentes, han ido estableciendo progresivamente medios jurídicos y estructuras dedicadas a la protección del patrimonio. Desde principios del siglo XX, las normas de protección se han incorporado al derecho de la guerra a través de convenciones internacionales.
Después de dos devastadoras guerras mundiales, la protección del patrimonio ha cobrado un nuevo protagonismo a nivel internacional. Los daños intencionales a bienes culturales materiales e inmateriales pueden ahora ser objeto de acciones penales ante el Tribunal Penal Internacional de La Haya, con el apoyo de la UNESCO.
En tiempos de guerra, algunas destrucciones buscan borrar la memoria de un pueblo, hasta su lengua y sus prácticas culturales ancestrales. ¿Qué camino fue necesario recorrer para lograr esta movilización internacional que trabaja incansablemente para evacuar los bienes culturales muebles, denunciar los crímenes y acompañar a las poblaciones en la reconstrucción de un patrimonio común destruido?
