Los vientos que hinchan las velas y hacen girar las alas de los molinos se transforman en tormentas invernales; transportan a todos los barrios de la ciudad los efluvios de las actividades industriales... Los Dieppois se doman y sufren los vientos desde su instalación en la desembocadura del río Arques.
