Carlos Ott’s project presents a plan drawing a P, the wing being placed on the rue de Lyon, and the elliptical volume facing the place de la Bastille. The imposing facade is slightly set back, it is distinguished by a monumental staircase connecting the public space directly to the floor of the foyer. For accessibility and safety reasons, this staircase is unfortunately no longer in use, which significantly alters the perception of approach when entering the building. This staircase is framed by a rectangular door that catches up, on the public road front, the ladder of the neighboring building called 'de la Tour d'argent'. This building from the late 18th century, which was supposed to be preserved according to the first project presented by Carlos Ott, was finally reconstructed as a pastiche in order to slightly move back the alignment and better position it in the entrance of rue de Charenton, and to reorient the facade more in continuity with the curved line drawn by the influence
