The garden city was built between 1910 and 1913 to relocate low-income families previously living in the neighbourhoods crossed by the Grande Percée (present-day rue du Vingt-Deux-Novembre). The city innovated by adopting the urban form of the garden city, which then appeared in industrialized countries.
